President Thomas Bach of the International Olympic Committee  on Monday, September 4 2023, announced that completely banning athletes from Russia from competing in the 2024 Olympics in Paris was impossible. A final decision on how athletes from Russia and Belarus will compete in next year’s Olympics is yet to be made
Bach only highlighted a number of recommendations already presented to several international sports federations earlier this year, which provide a clear indication of how he and his colleagues are addressing these issues. In a number of rules it is stated that athletes who do not support the Ukrainian war and who have nothing to do with the military or conscription in Russia or Belarus, then these athletes have the right to compete on behalf of individuals and neutral athletes (not on behalf of state representatives)
Such rules have been introduced at a number of world and regional championships in recent months and have proven effective. Bach admitted that Ukraine is not 100 percent happy about this. But they can accept it because this is also an opportunity for Ukrainian athletes to compete in the Olympics.

Earlier in February 2023

Ukrainian President Volodymyr Zelensky insisted that athletes from Russia and Belarus.  Should not be given the opportunity to compete in the 2024 Olympics. Zelensky also called for other countries to boycott the Olympics if athletes from Russia and Belarus were allowed to compete.
Meanwhile, Moscow was not satisfied with the compromise offered by the International Olympic Committee. Deputy Prime Minister of Russia Dmitry Chernyshenko called it a shameful ultimatum. In April 2023, Chernyshenko once said that Russia did not want the Olympics. In which athletes from Russia were said to have betraye their country in order to participate in the Olympics.
We (the Olympic Committee), on the other hand. Have the Russian government who want us to ignore (talking about) the world. On the other hand, we have the Government of Ukraine. Who really wants to isolate everyone with Russian passports – which is impossible because it goes against our values.
